Quality Services for the Algerian Community Abroad particularly in the Areas of Social Coverage and Protection

The Minister of Labour, Employment and Social Security, Mr. Abdelhak Saihi, accompanied by the Secretary of State to the Minister of Foreign Affairs, in charge of the National Community Abroad, Mr. Sofiane Chaib, chaired, on Sunday, 19 July 2026, at the headquarters of the Ministry of Foreign Affairs, the National Community Abroad and African Affairs, the launch ceremony of the information day on the voluntary affiliation mechanism for members of the Algerian community abroad to the national social security and retirement system, held via videoconference.
In his address, the Minister stressed that this meeting is an integral part of implementing the commitments of the President of the Republic aimed at strengthening social protection for members of the Algerian community abroad, reinforcing their ties with their homeland and involving them in the national development process. He noted that these commitments have been translated into concrete measures, notably through Executive Decree No. 22-351 of 18 October 2022 on voluntary affiliation to the national retirement system for members of the Algerian community abroad.
The Minister explained that the introduction of the voluntary affiliation scheme came in response to the needs of a broad segment of our community abroad, particularly those who may not benefit from social coverage in their countries of residence. The scheme enables them to benefit from additional benefits that enhance their social security and provide them with greater stability and peace of mind.
He added that the scheme provides quality benefits to affiliated members, notably by enabling members of the Algerian community abroad to benefit from an integrated social security and healthcare coverage system, including access to the Chifa card, healthcare services within the national territory, and reimbursement of medicines and medical examinations, in accordance with the legislation and regulations in force.
The Minister also pointed out that the benefits of voluntary affiliation are not limited to the insured person but also extend to their eligible dependants. Accordingly, spouses and children, in accordance with the applicable legislative and regulatory provisions, are entitled to benefits related to pensions or allowances in the event of death, reflecting the solidarity-based and humanitarian dimension underpinning Algeria’s social security system.
He further stated that voluntary affiliation to the social security and retirement systems constitutes a genuine pillar for strengthening the stability of members of the Algerian community abroad and their families, providing them with confidence and peace of mind regarding the continuity of their social protection and their lasting connection with the institutions of their homeland.
He added that social security and retirement institutions are making their human and technical resources available to members of the Algerian community abroad and are committed to supporting them and listening to their concerns through the various available communication channels, whether through digital platforms and services or other channels, in order to ensure optimal attention to their concerns and provide modern services that meet their expectations.
In the same context, the Minister stressed that the social dimension of the Algerian State, inspired by the principles of the glorious 1 November Declaration, will remain a steadfast choice. Its philosophy is based on embracing and caring for all members of the nation wherever they may be, whether inside or outside the national territory, based on the firm conviction that the Algerian community abroad represents a natural extension of the Algerian nation and an essential partner in the process of nation-building and development.
Concluding his address, the Minister affirmed that his department, in coordination with the various sectors concerned, will continue to work on developing services intended for the Algerian community abroad, simplifying the procedures for accessing them, and strengthening communication and awareness mechanisms. This will contribute to consolidating a modern social State founded on social justice and national solidarity, while reflecting the particular attention that the President of the Republic attaches to members of our national community abroad, as an integral part of the nation and active partners in its future.
It should be noted that the organisation of this information day forms part of the efforts aimed at raising awareness of the various measures taken by the Algerian State for the benefit of members of the Algerian community abroad, consolidating a policy of proximity and attentive listening to support them, and enabling them to benefit from the social benefits and services provided by State institutions.
