Professor Abdelhak Saihi delivers a speech during the second session on climate and the use of renewable energies, on the sidelines of the 80th session of the United Nations General Assembly

During his second intervention on the sidelines of the 80th session of the United Nations General Assembly, held in New York from September 22 to 29, 2025, Professor Abdelhak Saihi, Minister of Labour, Employment and Social Security, delivered a speech on Wednesday, September 24, 2025, during the second session devoted to climate and the use of renewable energies.

The Minister emphasized that Algeria has developed the National Climate Plan for the period 2020–2030 as an effective strategy aligned with its national priorities, while also taking into account its international commitments, in line with the United Nations Framework Convention on Climate Change (UNFCCC) and its resulting agreements and protocols.

He further explained that the Nationally Determined Contribution (NDC) encompasses several sectors aimed at strengthening measures to reduce carbon emissions and adapt to climate change. This commitment is reflected in the implementation of key national programs, including:

The Green Dam reconstruction project, a pioneering ecological initiative at both the regional and international levels;

The development of national programs in renewable energy, with solar power plants exceeding a capacity of 3,200 MW, and a target of producing 1,000 MW from wind energy;

The implementation of water infrastructure projects, particularly through the expansion of seawater desalination plants, with investments exceeding 7 billion USD over the past five years.

Minister Saihi also stressed that establishing global climate policies must take into account the specific circumstances of each country, in accordance with the principle of common but differentiated responsibilities, ensuring harmony between climate requirements and national development priorities.

He called for the utmost importance to be given to the financial commitments of developed countries toward developing nations, particularly given their limited capacities and minimal contribution to global emissions.

He concluded his address by reaffirming Algeria’s steadfast commitment to joint action, especially through the United Nations Climate Change Conference to be hosted this year by Brazil, in order to advance a global climate policy based on effectiveness, equity, and sustainability.
