Minister of Labour, Employment and Social Security Establishes Committee to Promote the Optimal Use and Rationalisation of Resources and Issues Instructions for More Efficient Public Services for Socially Insured Persons

The Minister of Labour, Employment and Social Security, Mr. Abdelhak SAIHI, established, on Wednesday, 15 July 2026, at the Ministry’s headquarters, a committee tasked with considering and proposing solutions to ensure the optimal use of financial resources and investment in the human capital of social security funds, in the presence of senior officials from the central administration of the National Social Security Fund for Salaried Workers and the National Social Security Fund for Non-Salaried Workers.
At the opening of the meeting, the Minister stressed that the optimal use of financial resources and investment in the human capital of social security funds constitute a fundamental pillar for ensuring the sustainability of the social security system. He emphasised that any reform or measure undertaken in this regard must be based on a fundamental principle: safeguarding the rights of socially insured persons, preserving their social benefits and acquired rights, and ensuring the continuity of the benefits to which they are entitled under the law.
He explained that the current challenges require the adoption of a forward-looking approach based on anticipating financial imbalances and addressing them through practical and innovative solutions. This would strengthen the capacity of social security funds to meet their obligations and uphold the principles of national solidarity and social justice upon which the national social security system is based.
In this context, the Minister issued a series of instructions, calling for practical proposals aimed at ensuring sound control of expenditure and improving its efficiency, while strengthening the funds’ resources through improving collection performance, broadening the contribution base and making use of the various mechanisms available to increase revenues. The objective is to strike a balance between expenditure rationalisation and maintaining the quality of services provided to socially insured persons and their eligible dependants.
He also stressed the need to consolidate the principles of good governance and efficiency in management and to strengthen the culture of prevention, which is of fundamental importance in controlling healthcare expenditure. He further called for intensified information and awareness campaigns aimed at raising awareness of the importance of preserving the sustainability of the social security system as a national asset that requires everyone’s contribution to its protection.
The Minister also underscored the importance of reviewing the various aspects relating to expenditure by adopting more effective and rational mechanisms that ensure the optimal use of financial resources, without compromising socially insured persons’ rights to healthcare and social security benefits, but rather working to improve them in accordance with the legislation and regulations in force.
To ensure the effectiveness of the committee’s work, the Minister ordered that periodic meetings be held and that its work be organised through specialised workshops addressing the various relevant areas, particularly expenditure control, revenue enhancement and the improvement of management mechanisms. He also called for periodic reports containing an accurate assessment of the situation and practical proposals that can be effectively implemented.
At the conclusion of the meeting, the Minister affirmed that the optimal use of the financial and human resources of social security funds is a means of strengthening the social security system’s capacity to continue fulfilling its social and solidarity-based mission. He called on all committee members to demonstrate a strong sense of responsibility and to draw on their expertise and skills to develop realistic solutions that address current challenges and anticipate the requirements of the next phase, in implementation of the orientations of the country’s highest authorities aimed at strengthening the foundations of the social State and consolidating the principles of good governance and efficiency in the management of public services.
