Minister of Labour, Employment and Social Security in Jijel: The State Continues to Provide Support to the Victims of the Wildfires and Strengthens Its Presence on the Ground in Service of Citizens

As part of the follow-up to the implementation of the directives of the President of the Republic, Mr. Abdelmadjid Tebboune, concerning the support and assistance provided to citizens affected by the recent wildfires that have hit several parts of the country, and the continuation of the State’s efforts to assist them and mitigate the consequences of this disaster, the Minister of Labour, Employment and Social Security, Mr. Mohamed Hattab, paid a working and inspection visit to the Province of Jijel on Saturday, September 19, 2026.

This visit holds particular importance given the exceptional circumstances experienced by the Province of Jijel following the recent wildfires. During the visit, the Minister reviewed the various measures undertaken by the sector for the benefit of affected citizens, reaffirming that their support and assistance remain a priority. He stressed the need for the sector’s services to continue accompanying them and ensuring the continuity of support and assistance until all concerns falling within their areas of responsibility have been addressed.

In this context, the Minister affirmed that the State has mobilized all available resources to ensure appropriate support and assistance to affected citizens. For its part, the Ministry of Labour, Employment and Social Security has implemented a series of measures aimed at facilitating access to social security services and benefits, as well as healthcare services, including through intensified interventions in the affected areas by means of mobile outreach units, in addition to establishing channels for listening to and communicating with citizens, particularly through the toll-free number.

The Minister also stressed that these measures form part of an approach aimed at bringing public services closer to citizens, by moving from a model in which citizens have to travel to access services to one in which services are brought directly to them wherever they may be, particularly in areas where exceptional circumstances have made travel and access to administrative and healthcare facilities difficult. This approach is intended to ensure continuity of assistance and an effective response to citizens’ needs.

It should be noted that the working and inspection visit to the Province of Jijel covered a number of sectoral facilities through three stages. The Minister began his visit at the El Milia Payment Centre, before proceeding to the Regional Medical Imaging Centre and Payment Centre Number 2, located at the provincial capital of Jijel, where he reviewed the conditions in which citizens are received and the level of services provided to them.

Throughout the different stages of the visit, the Minister affirmed that improving the sector’s performance begins with reconsidering the relationship between the administration and citizens and making the quality of public service the fundamental criterion for assessing the effectiveness of the structures and services under its responsibility.

In this regard, he explained that the new strategy of the Ministry of Labour, Employment and Social Security is based on a set of complementary areas of action, including improving the quality of public services, bringing the administration closer to citizens, accelerating digital transformation, simplifying procedures, strengthening the efficiency of human resources, and developing monitoring and evaluation mechanisms.

He stressed that digital transformation is not an end in itself, but rather a means of facilitating citizens’ access to their rights, reducing the time required to process applications and limiting unnecessary travel, while also improving the transparency and effectiveness of public services.

In the same context, the Minister called on the sector’s executives and employees to adopt a new professional culture based on listening, responsiveness and prompt handling of citizens’ concerns, stressing that public employees represent the State’s first point of contact in its relationship with citizens.

He further affirmed that field work will constitute a key component of his programme for monitoring the sector’s performance, through visits, direct assessments, identification of shortcomings and the proposal of solutions, thereby ensuring that decisions and measures remain consistent with the realities experienced by citizens.

He added that the visit to the Province of Jijel forms part of this approach, as it represents an opportunity to follow up on the support provided to citizens affected by the wildfires, assess the performance of the sector’s structures, listen directly to citizens’ concerns, and assess the extent to which the transformation taking place within the sector in the area of public service is being effectively implemented.

At the conclusion of his visit, the Minister affirmed that the Ministry of Labour, Employment and Social Security is called upon to continue improving its performance in order to meet citizens’ expectations and address their concerns. He stressed that the next phase requires intensified efforts and stronger coordination and complementarity among the various services, in order to ensure the efficiency and effectiveness of the measures undertaken and to make their tangible impact on citizens’ lives the primary criterion for assessing the achievement of their objectives.
