The Minister of Labour, Employment and Social Security, Mr. Abdelhak Saihi, chaired, on the morning of Saturday, 11 July 2026, at the headquarters of the Higher School of Social Security, the graduation ceremony of the eleventh cohort, for the 2024–2026 academic period, in the presence of the Minister of Higher Education and Scientific Research, Mr. Kamel Baddari, the Minister of Health, Mr. Seddik Aït Messaoudane, the Chargé d’Affaires of the Embassy of Burkina Faso in Algeria, as well as senior officials from various ministerial departments, representatives of national institutions and higher schools, and members of the family of the martyr Ourida Meddad.

This academic event was a distinguished national occasion bringing together the values of loyalty to the symbols of the Glorious Liberation Revolution and pride in academic excellence, through the graduation of a new cohort of senior executives specialised in social protection. The eleventh cohort was named after the heroic martyr Ourida Meddad, in tribute to her struggle and her great sacrifices for Algeria’s independence.

The ceremony opened with the screening of a documentary highlighting the main stages of the martyr’s struggle, following which the ministers honoured members of her family and the five highest-achieving students in the various specialisations.

The eleventh cohort comprises 63 graduates, including six (06) foreign students from brotherly African countries, namely Burkina Faso, Cameroon and Niger, with a 100% success rate. This achievement reflects the academic standing the School has attained at both the national and African levels, as well as its role in strengthening academic cooperation and the exchange of expertise in the training of specialised professionals.

It should be noted that this cohort is of particular significance as it is the last cohort to graduate under the current academic programme, while the School continues to implement a comprehensive development strategy, in line with the orientations of the Minister of Labour, Employment and Social Security aimed at enhancing the quality of training and aligning the School with international standards, notably through the introduction of English into a number of academic courses and scientific research activities.

The Higher School of Social Security continues to consolidate its position as a leading academic hub for education and scientific research in the field of social protection, within the framework of its cooperation agreement with the International Labour Organization. This process culminated this year in the School being selected among the 39 best institutions and centres of competence and excellence in Algeria.

This recognition reflects the School’s qualitative development since its establishment in 2012, before attaining higher-school status in 2023 and becoming a leading academic institution specialising in education and scientific research in the field of social protection.

Its international standing has also been strengthened through the cooperation agreement concluded with the International Labour Organization on 14 June 2013, supported by Presidential Decree No. 14-173, which established the School as a platform for South-South cooperation and a regional centre for executive training. Since its establishment, the School has graduated 46 foreign students from various brotherly Arab and African countries.

With the graduation of this cohort, the total number of graduates of the School since its establishment has reached 676, including 473 students under the external training programme and 141 executives from social security institutions.

The School provides high-level education under its Master’s programme, accredited since 2015, delivered by 21 professors within an advanced academic environment comprising modern educational facilities, equipped classrooms, a specialised library and a digital repository.
The School provides Master’s-level training for senior executives in the following specialisations:
– Actuarial science and risk calculation in social protection;
– Management of social protection information systems;
– Strategic and operational management of social protection organisations;
– Social protection law.

Within this framework, the graduation research projects of the students of this cohort focused on four major strategic challenges facing the social security system: strengthening financial sustainability through the development of risk calculation and intelligent forecasting tools; digital transformation through the use of artificial intelligence and machine learning, the digitalisation of medical control and the automation of the Chifa card; improving contribution collection and combating fraud and evasion; as well as enhancing service quality and modernising governance.

It should also be noted that the School plays a central role in advancing scientific research, promoting continuing education and strengthening academic cooperation with national and international institutions, in order to support the modernisation of the national social security system and contribute to the development of highly qualified professionals capable of keeping pace with economic, social and digital transformations and improving the services provided to citizens. This approach is fully aligned with the orientations of the Minister of Labour, Employment and Social Security, which place investment in human capital at the heart of sustainable development.
