Strengthening Digitalisation Across the Sector and Facilitating Services for Users

The Minister of Labour, Employment and Social Security, Mr. Abdelhak Saihi, chaired, on Monday, 15 June 2026, at the Ben Aknoun Family Centre, the signing ceremony of an agreement protocol between the National Social Security Fund for Non-Salaried Workers (CASNOS) and the Local Development Bank (BDL), concerning the launch of an automatic contribution deduction service.
The ceremony was attended by several social partners, as well as Mr. Issam Badrissi, Secretary-General of the General Union of Algerian Traders and Artisans, alongside officials from the two sectors. The event reflected the importance attached by various national stakeholders to the structural reform process aimed at modernising the social security system, enhancing its efficiency and developing its operating mechanisms.
The protocol implements the directives of the Minister of Labour, Employment and Social Security aimed at continuing the modernisation of social security services and developing contribution collection mechanisms, as part of a comprehensive approach based on strengthening digitalisation, improving the quality of public services and simplifying procedures. This will provide greater flexibility in the services offered to users and enable a more effective response to their needs, with the required speed and efficiency.
The initiative also reflects the sector’s ongoing reform momentum through the transition towards integrated digital solutions for contribution collection. It builds on an earlier experience that laid the foundations for this approach, namely the partnership agreement signed between the National Social Security Fund for Salaried Workers (CNAS), the National Paid Holidays and Unemployment Due to Bad Weather Fund for the Construction, Public Works and Hydraulic Sectors (CACOBATPH), and the Local Development Bank. This experience helped strengthen confidence in the model and paved the way for extending it to non-salaried workers.
The protocol once again confirms the State’s commitment to modernising management tools and establishing digitalisation as an irreversible strategic choice, thereby enhancing the effectiveness of public services and contributing to the sustainability of the social protection system.
